Not everything the character does, not every plot event that happens is a turning point or a moment of revelation. Some actions are just actions, links in the chain that ties together action A with action B.
Action A and B here refer to complex actions. These are the plot events that come with revelation, with a turning point and therefore, with change. These are the events that make the character change their minds about what they thought true until this event caused them to pause.
Simple actions are just as important as complex ones in the sense of having a logical plot. Small, improbable events that happen just because you are trying to force action A and B into a chain break your plot.
When outlining you can distinguish between simple and complex actions, between the events that change the character and the course of the story, and those that don’t change much but need to happen so the complex ones do.
